Delta College Announces Foundation Board of Directors
San Joaquin Delta College presented seven new “Delta College Foundation” board members at its first meeting on December 13. Those new board members include two Delta College representatives: Superintendent/President, Dr. Jeff Marsee, and Delta College Trustee, Dr. Teresa Brown (Area 6, Tracy). The Foundation community members are: Dr. Elizabeth Blanchard, Susan DePolo, Mary Elizabeth Eberhardt-Sandstrom, Dr. Moses Elam, and San Joaquin County Supervisor, Carlos Villapudua.
The Foundation Board elected Dr. Teresa Brown as president, Dr. Elizabeth Blanchard as vice president, and Dr. Jeff Marsee as secretary at the December 13 meeting.
The Delta College Foundation is the college’s nonprofit fundraising arm that supports scholarships and special programs. Reactivated after three years, the Foundation recently became administrator of Delta’s popular flea market, now called “The Market at Delta College.” According to Superintendent/President, Dr. Jeff Marsee, “The Foundation plans an aggressive and innovative approach to its fundraising activities on behalf of Delta’s students, scholarships and programs. The Delta College Foundation and our district will benefit from the efforts of these outstanding community leaders.”

Well known on Delta’s campus, Dr. Elizabeth Blanchard retired as a psychology instructor in 2005 after 40 years of service. Not done with the Delta classroom, Dr. Blanchard is currently an adjunct instructor. Dr. Blanchard also served as chapter president of Delta’s California Teachers Association (CTA). Always active in the Stockton community, Dr. Blanchard is the Commissioner and Vice Chairperson for the Port of Stockton, and served as a San Joaquin County Planning Commissioner. Dr. Blanchard was married to the late Dr. Joseph Blanchard, former Delta College superintendent/president, and considered one of its founding fathers.
Susan DePolo
Born, raised and educated in San Joaquin County, Susan DePolo is Executive Director of San Joaquin A+, a non-profit volunteer organization. San Joaquin A+ acts as a catalyst to enhance the education of the youth of San Joaquin County. Founded in 1996, the organization has provided opportunities for networking, programs and services for over 150 schools in San Joaquin County. The emphasis is literacy. Susan DePolo is also a commissioner of First 5 of San Joaquin – Children and Families, and serves on multiple boards. Her main criteria for choosing a group to support: Outcomes help children.
Mary Elizabeth Eberhardt-Sandstrom
Mary Elizabeth Eberhardt-Sandstrom is Vice President of Commercial Loans and a Director at the Bank of Stockton - a Stockton institution since 1867. With community service at the forefront of her efforts, Ms. Eberhardt-Sandstrom is also a board member of the Children’s Museum of Stockton, supporting its mission to provide children, families and schools in San Joaquin County with a center of discovery and learning. She also serves on the San Joaquin County Make-A-Wish Foundation board, a non-profit organization that grants wishes to children who have life threatening medical conditions.
Dr. Moses Elam
Dr. Moses Elam has worked for Kaiser Permanente since June, 1990. Dr. Elam is currently Physician-in-Chief of the Kaiser Permanente Medical Group Service Area, which includes: Stockton, Modesto, Manteca and Tracy. With a mission to provide quality care for its members and their families, Dr. Elam is responsible for the operations of five Kaiser medical offices and two hospitals, servicing 245,000 members. A dermatologist by training, Dr. Elam received his medical degree from New Jersey Medical School, University of Medicine & Dentistry. He completed his residency at New York Hospital, Cornell Medical Center – Dermatology Division, in 1978. He is certified by the American Board of Dermatology. Dr. Elam has called Stockton home for the last seven years.
Carlos Villapudua
Carlos Villapudua is a member of the San Joaquin County Board of Supervisors, representing District 1 (Stockton & surrounding areas) since Jan. 2009. Supervisor Villapudua has strong local roots and was born in Stockton. He graduated from Franklin High School and earned a Bachelor's Degree in social work from California State University Sacramento. Prior to Supervisor Villapudua's election, he served as the Legislative Assistant to former Supervisor Steve Gutierrez. Supervisor Villapudua's experience includes: Community Social Service Director for San Joaquin County's Human Services Agency, Director for the Welfare-to-Work CalWORKs Program and Pre-trial Service Officer for the San Joaquin County Sheriff's Department. Additionally, Mr. Villapudua was the first coordinator to help start the Statewide Healthy Families Program for low cost insurance in California.
Delta College also announced it will form a group of 20 active community leaders to work with the Foundation on fundraising and resource development activities. The next Delta College Foundation meeting is on Tuesday, January 31, 3:30 - 5 p.m. at Delta’s Board Room, Administration 103. The public is welcome.
