Delta College seeks applicants for Measure L Bond Citizens’ Oversight Committee

San Joaquin Delta College is seeking applications from qualified citizens to fill seven positions on the Measure L Bond Citizens’ Oversight Committee. The Committee is seeking one member each from a “Support Foundation,”  “Senior Citizen’s Organization,” “Student,”  “Tax Payers Association,” “Business Organization” and two “At-Large” members.

 

Committee members will be responsible for reviewing expenditures related to the College’s $250 million general obligation bond, Measure L, which was approved by voters on March 2, 2004. Members must reside in the San Joaquin Delta Community College District, be 18 years or older, and may not be an employee, vendor, contractor or consultant for the District.

 

Committee duties include:

  • Inform the public concerning the District’s expenditure of bond proceeds.
  • Review quarterly expenditure reports to ensure that bond proceeds were expended only for the purposes set forth in Measure L; and that no bond proceeds were used for any teacher or administrative salaries or other operating expenses (Education Code Section 15278(b)).
  • The Committee shall present to the Board, in public session, an annual written report which includes a statement indicating whether the District is in compliance with the requirements of Article XIIIA, Section 1(b)(3) of the California Constitution; and a summary of the Committee’s proceedings and activities for the preceding year.

In order to perform these duties, the Committee will review copies of the District’s annual independent performance audit and independent financial audit; inspect college facilities and grounds for which bond proceeds have or will be expended; review copies of deferred maintenance proposals or plans developed by the District; and review efforts by the district to maximize bond proceed by implementing various cost-saving measures.

 

Applications and documentation for Citizens’ Oversight Committee positions are available on the College web site at www.bond.deltacollege.edu.  Interested applicants may attend an informational workshop on Wednesday, September 3, 2008, at 6:00 p.m. in the San Joaquin Delta College Board Room (Adm. 103), 5151 Pacific Avenue, Stockton. 

 

Candidate applications must be received in the Superintendent/President’s Office by 5:00 p.m., Friday, September 12, 2008.  Delta’s Board of Trustees anticipates it will make Citizens’ Oversight Committee appointments at the Tuesday, October 21, 2008, Board meeting.
